New York City is most definitely a city that loves its sports and cheers for the home team. New York is probably the best represented city and state in this country when it comes to major league teams. I’ve never quite seen anything like it but I honestly can’t imagine a night when there isn’t some sort of major sporting event taking place somewhere in this great city.

The National Hockey League that almost wasn’t is back and going strong. New York is represented well by the Ranger’s who have made a wonderful deal this year to woo Shanahan away from the Red Wings. They play their home games at Madison Square Garden and have some of the most loyal fans. Even if you’re say from Detroit and visiting, and if the Rangers are playing at home then it’s the perfect opportunity (assuming you can get a ticket) to drop in and see how Shanahan is adjusting to life in the Big Apple and if he misses life back at the Joe.

Putting hockey aside for now, there are many other professional sports you can enjoy watching while you’re visiting New York City. I think there are a few baseball fans in this city somewhere. I say a few because it seems that they had to create two baseball teams in order to contain all the fans. I will say though that these fans are loyal to a fault to the teams they support. The New York Mets and the New York Yankees represent this great city in Major League Baseball and both teams draw loyal support from all their fans.

The amazing thing to me is that the double-teaming didn’t end with baseball. It seems that New York City also has two National Football League teams as well. The New York Giants and the New York Jets both represent this fair city to football fans across the country. While I have no favorite or even preference for all these teams and really have no idea how a city can survive with this sort of heated division. Obviously they aren’t as rabid as some hockey fans can tend to be or there would be civil war within the streets.

All joking aside, it seems that so far there is only one NBA team and they are the New York Knicks. I won’t go into how unfair it is to so improperly represent hockey and basketball because these guys might actually be getting the better end of the bargain-the entire city roots for them, not just half. With so many major sporting opportunities it’s amazing that men in this city get anything at all accomplished without carrying a portable pocket television with them at all times.

I don’t know about your house, but in my house it’s difficult enough to schedule important events in our family lives around one local team for each sport (and we don’t even have a baseball team). I can’t imagine how women in New York do it. But to all of you women and the men you love, I have to say kudos for supporting your great teams and giving your many visitors such wonderful opportunities to watch our sports when we’re away from home too. It’s hard to identify one thing about this city that is the greatest but that just may be it.

In the 5 years since New York City Schools received funding from philanthropic giants like the Bill and Melinda Gates foundation, the Carnegie Corporation, and the Open Society Institute New Yorkers have watched closely the development of New Century High Schools (NCHS). The $70 million investment funded an initiative to create smaller high school communities in this vast metropolis. The goal is to provide children in New York City Schools with more choices to drive them toward their goals of college, or practical employment.

Currently, 83 New Century High Schools are educating over 13,000 high school students. These schools are markedly different than traditional New York City Schools. The first difference is in size. A NCHS is housed in a larger high school, but only educates about 400 students.

Pedagogy between traditional New York City Schools and the NCHS also differs. A curriculum based on teen development principles, and that adheres to strict standards, is used in all of the New Century High Schools. The standards address issues that have always plagued the New York City Schools: attendance and graduation rates. A NCHS requires a 92% attendance rate. But its most dramatic demand is that 80% of NCHS students must pass the rigorous NYS Regents exam, which is required for graduation.

The fact that NCHS are meeting these demands, and that parent and students are demanding more of them, is a dramatic marker of success for New York City Schools. Part of the success may lie in the partnerships required. New York City Schools are partnered with a social or business partner to provide its strength, expertise and community involvement to the theme based NCHS. Annual reports funded by the Carnegie Corporation and other sponsors closely track this initiatives progress.

The reports show encouraging results for New York City Schools. On average a NCHS out paces other New York City Schools by 23% in terms of 11th graders on schedule for graduation. The New Century High Schools also surpass traditional models in terms of credit accumulation, promotion rates, attendance and academic outcomes. Many educators are optimistic that replacing the large school dinosaur with these more intimate and focused options might be the solutions for New York City Schools.

In 2006 the Annenberg Foundation donated another $20 million to New Vision for Public Schools, which oversees the project, to sustain and create more small high schools. Overall, response to the initiative from parents, educators, students and the community are positive. New York City Schools now house NCHS buildings in 4 boroughs and plan to institute many more. Their success is likely to drive the future of public schools driven by private funding.

New York City Schools started converting many of its massive high schools into smaller, thematic schools in 2002. The 2006 graduates who were the first students in New York City Schools to have spent their entire four-year high school experience in the smaller venues had impressive results. And the 2007 results continue to look good. Graduation rates of the 47 small-sized New York City Schools are significantly higher that the citys overall rates. The small schools report a 73% graduation rate while the city reports a 60% rate.

These numbers are important to several different groups within the New York City Schools. The small schools initiative is a major component of Mayor Michael Bloombergs attempt to improve the New York City Schools. The first installation of the smaller New York City Schools were funded with over $30 million from groups like the Bill & Melinda Gates Foundation, the Carnegie Corporations and the Open Society Institute.

Individual results from the small schools are impressive. Eight of these New York City Schools reported 90% graduation rates. Some schools reported jumps in graduation rates from the 40-percentile to the 90-percentile range. Does that mean that everyone is in love with the smaller New York City Schools? Well, there are come concerns. Skepticism tends to focus on the fact that these schools have lower numbers of ESL (English as a Second Language) and special education students. The questioners complain that the success takes place in an artificial environment.

Bloomberg concedes that this is true. But he says that the schools still serve an at-risk population: African American and Hispanic students. Recent studies confirm that these students in the New York City Schools are far less likely than their white peers to graduate. Educators in the smaller New York City Schools scoff at the artificial environment complaint. Many feel that this artificial environment is providing these students with a far better reality. But what about the needs of special education and ESL students?

Both are significant concerns for New York City Schools. A June 2006 report found that 9.5% of the citys special education students are still not being mainstreamed. New York State encourages mainstreaming, the process of having special education students attend classes with their regular education peers. This is far higher than the national rate of 4%.

And the concerns of English Language Learners continues to impact overall graduation rates for a city with a high population of speakers of ESL. So New York City Schools still have a lot of challenges to address before the Mayor can kick back and put up his feet. Still, when the largest school district in the country can claim a success of this size, its encouraging for everyone.

Mayor Reorganizes New York City Schools Again

Mayor Michael Bloomberg gave his State of the City speech recently and included some unexpected changes for the New York City schools that could profoundly change their current operation. Though the pre-speech release noted that his speech would focus on tax cuts, many were caught by surprise on what could be called only his second reorganization of the New York City schools.

The announcement was followed by a prepared public relations campaign of press briefings and New York City schools chancellor Joel Klein spoke to business leaders the following day. Here are the major points of the mayors announcement:

The New York City schools would remain public and under the control of the Department of Education. The department will continue to be responsible for setting educational standards, allocating funds to the New York City schools, and hiring/firing New York City schools principals.

Principals will be empowered to control key issues within their New York City schools. They will have more autonomy, beginning with the next school year, managing their individual budgets and staffing, as well as determining the best teaching approach for their individual New York City schools. Principals will be expected to partner with a support organization.

Along with empowerment and more autonomy comes more accountability. An array of measurements will be employed to ensure the principals are succeeding in their New York City schools. Student grades will be accessible to parents, one of the most effective forms of accountability. New York City schools principals who do well will enjoy additional funding for their schools.

Mayor Bloomberg sees this move of empowerment and accountability as a longtime corporate success tool succeed or lose your job. Others worry he may be losing sight of the learning and teaching aspect of education.

Support organization partnerships will be established for each of the New York City schools. Each support organization comes from a private group, such as nonprofit agencies and colleges/universities. The support organization will provide professional development support to the principal, his teachers and staff. It will help interpret test results and other statistics, as well as identify helpful teaching approaches for the individual New York City schools.

Four years ago, when the mayor took control of the New York City schools, he created ten regions. Now that they have served their purpose and completed their work, they are being eliminated. The mayor did not address, however, what group or agency would be responsible for the administration of high schools and admissions for middle schools, previously handled by the regions.

Chancellor Klein has long criticized the New York City schools tenure policy of three years on the job and a teacher qualifies for tenure, making it difficult to fire ineffective teachers. Under the mayors new proposal, the tenure standards will become more difficult but not impossible to achieve. He intends to work with the United Federation of Teachers (the teachers union for the New York City schools), whose consent is required for any major changes in tenure policy. The mayor aims to use tenure to improve teacher quality with salary increases, develop a program for experienced lead teachers to mentor others, and a housing bonus for experienced teachers in teaching fields of short supply.

Lastly, the mayor is looking at changing the New York City schools funding formula. He wants to fund each child rather than each New York City schools, believing the current policy is extremely complex and unfair. Each of the New York City schools would receive $3,000 to $3,750 per child with additional funding for poverty-level, non-English speaking, special education, and/or low academic performance-level children. There may possibly be extra funding for the gifted and talented children.

Comments and discussions already have commenced from parents, special interest groups, and advisory councils/committees. It is difficult to see how all of the mayors changes will benefit the New York City schools students directly. Parents especially have an interest is seeing smaller class sizes and keeping their children from dropping out of school none of which was mentioned in the mayors announcement.
